Answer
Hi Gerald,

Electrical can be tricky.  Sounds like you checked quite a bit of stuff.  It is not the blower motor or connections there, since it works before you start the car.  Nothing changes with those by just turning the key.

A little switch instruction:
Actually, the only thing that changes by truning the key is the ignition switch.  The ignition key goes into the key hole on the column, and turns a metal rod.  This rod reaches down to the bottom of the steering column, near the brake pedal.  The rod enters the ignition switch and operates an internal slider.  The slider has copper contacts on it.  The switch housing has connection pathways permanently in place, that don't move.  The slider glides across these pathways when you turn the key.  When you turn on the key, but don't start the motor, you are energizing systems like radio, blower, wipers, etc.  When you start the car, you are turning past these system pathways and to a path that operates the starter.  Once started, the key is released, and the slider should slide back to the position of key on.  All of the systems should re-energize.

My guess is your ignition is not completely returning the slider to the position of key on.  I would try turning the key toward the off position, only a little.  If you slightly turn the key back, you may put the slider where it belongs.  Don't turn back enough to turn the car off.  If this makes the blower work, you know you need a new ignition switch.  If this doesn't work, you may need one anyway because of internal wear.

In case you don't know where to find the ignition switch.  It is on top of the steering column, at the bottom area under the dash.  You find it by dropping the steering column down.  This sounds scary, but it is simple.  Remove the center dash cover, at the underside of the steering wheel, and between you legs when in the seat.  You will see some...usually 2, large bolts.  Unscrew those and the column should drop enough for you to see the switch mounted on top of the column.  Remember to mount the new switch so the slider can get through its full range of travel.

Hope this helps.
