Chevrolet Repair: hard starting S-10 P/U, coil resistance, water in the fuel

Question
Hello
Here is my problem. I have a 1989 S-10 P/u 2.5 lite engine. The truck starts up some time and then there are times it will not start.now if i pour some fuel in the throttle body it will start
and then some times it is real hard to start. even if i pour the fuel in the throttle body.
Now i have put a new fuel pump on it also i have put a new (TPS) new dist parts a new coolnt sensor new map sensor new fuel injector. new fuel filter. now once it starts it runs fine.
i dont know what else to look at i even tried to see if it was sending a code and it is not sending no codes. i have changed the(ECM) on it and it still does the same thing.

so can you give me some help on this.

Answer
Well obviously GUESSING has not worked and it does get EXPENSIVE replacing all those NON-RETURNABLE electronic/electrical parts.

OK, here is a list of possibilities:

1. water in the fuel.

2. EGR system opening during starting of engine.

3. Weak ignition coil.

4. Incorrect pickup coil resistance in the distributor or
  intermittent shorting or loose connections.

5. Loose ignition coli ground.

6. Moisture within the distributor cap when engine is cold.

7. Fouled spark plugs.

8. Check your EST circuit for a short to ground.

9. No initial 2 second fuel pump run just prior to engine
  starting.

10. faulty fuel pump CHECK valve.

11. Possible coolant sensor out of specs. May NOT
illuminate the CHECK ENGINE light on the dash.

QUESTION: Does the CHECK ENGINE light circuit WORK
         correctly ?.

QUESTION: Does the engine start but then dies ?.

QUESTION: Does the ECM have the ability to SET a FAULT
CODE ?. Did you test it ?.

QUESTION: what is your TPS voltage set at when the
         throttle is CLOSED ?.

I can give you ALL of the specific values for the above sensors and test procedures, But this website does NOT allow the e-mailing of such information.
