Chrysler Repair: 1999 Sebring Jxi 2.5L: no signal from crank sensor, crankshaft position sensor, camshaft position

During troubleshooting for P0320 and P0340 codes I noticed that the crankshaft position sensor signal does not pulse (remains .03V at all times) when the crankshaft is turned.  The camshaft position signal changes from 0V-5V-0V every two revolutions.  The above results had me thinking that the CMP is fine and the CKP needs to be replaced.  However I also noticed that the ASD relays clicks whenever the CMP signal pulses regardless of actual crankshaft position (tested this by grounding the 5V from the CMP and heard the relay click).  Is it normal for the ASD relay to click when the CMP signal drops to 0V?  If it is normal, then I believe I only need to replace the CKP.  If it is not normal then I must have some other issues such as wiring or PCM maybe.

Yes, the ASD relay is maintained closed as long as the pcm is seeing pulses from the sensors, but I don't know exactly the timing with which it is dropped out with the failure of either or both sensors. But it will no stay engaged with signals from the sensors as that is the basic design of the system so that it kills the power to the spark coil, etc. when the igntion switch is on but the the engine isn't 'seen' to be running. The idea is an accident could stop the engine so you would not want the fuel pump and the spark coil to be energized when that happened.
