Chrysler Repair: 2000 Cirrus heater/defroster issues, heater hoses, sorry fo

I have been working on my 2000 Cirrus for a couple of weeks now and I am about to go crazy.  First it would only work on the high speed setting.  After a little research I found that I should replace the resistor block.  I did and now it blows on all settings.  Now I am only getting a luke warm heat.  I flushed the heater core and the rest of the system.  It is a little better but not much.  When it is setting still it heats better than when I'm driving.  When it rains the windows get very foggy and it takes forever to clear them.  I felt both heater hoses and they feel close to the same temperature.  Now I'm wondering it I don't have a flapper stuck in the heater housing.  Does this sound likely?  If so how should I fix it.  When I switch from circulate air flow to outside air flow I can hear a thud when the flapper switches back and forth.  When I switch from hot to cool I don't hear a thud but just a change in the blower sound.  Do you know where I can get an exploded view of the heater housing?  Sorry about the long email, I just wanted to provide you with as much info as possible.  Thanks for any help.

How is the temp gauge reading? It may be that your thermostat is opening at too low a temperature. It does sound like the various doors are working.
The proper functioning of the defroster depends upon the AC system being functional. If you ask for defrost the compressor should come on which cools the air going to the windshield and that pre-cooled air is drier than heated ambient air so it absorbs moisture off the glass quickly.
As regards the heater/cooler air box, I have the '99 manual and the relevant pages number about 20. I can copy and postal mail those to you at a cost of about $2.60 which you can re-imburse me by means of 6 44-cent stamps, after you receive them. So give me a postal mailing address in a 'private' follow-up question should you want me to do that.
