my 2000 Chrysler concord is stuck in 2nd gear with the rpm 3000 it wont go over 45 mph they are saying i need it rebuilt is this true could it be something else i had a new transmission put in a year ago

Hi Jessca,
The driving only in second gear means the transmission has taken a self-protective measure called 'limp-in' mode which it does when it notices something wrong. It is a means to get help without doing any more damage, but your speed is restricted. There is an explanation in form of a fault code logged in the transmission controller memory. You can get that fault code perhaps by using the ignition key:"on-off-on-off-on and leave on" doing that in 5 seconds or less elapsed time. Then watch to see if the mileage window of the speedometer unit changes to read 4-digit numbers. If so, write back and tell me what they are. Or if that doesn't work go to an Autozone parts store where they will do a readout for free using a fault code reader that plugs into a socket under the dash. An independent repair shop will charge about $40 for a readout. Ask what are the specific numbers, what they mean, what they recommend and for how much. Then write back and we'll compare notes to the manuals.
If you had a transmission replaced last year it should still be under some sort of warranty so you may want to look at the paperwork for that repair to see how you might be covered.
