Chrysler Repair: seat belts locked: Sebring convertible, chrysler sebring, timer module

Question
My seatbelts are locked and will not release from the seat in my 1997 chrysler sebring lx convertible.  Do you know what would cause this?  We have checked all of the fuses and replaced the relay that is under the center console.

Answer
Hi Vanessa,
Check carefully that fuse #13 in the power box under the hood and fuse #15 under the dash are good. Look carefully at the wire inside each fuse to be sure that there is not a subtle crack in it rather than a frank blow out. If those are ok, then turn the ignition switch to the 'accessory' position. Then go to the module in the center console and check for voltage to be present at pins 4 (dark blue) and 5 (brown wire) of that module. Then let me know what you have found. It is better to push the tip of a fine pin through the insulation to test for voltage than to unplug the plug. Measure between each of those wires and a shiny metal structural surface. There are further tests if these don't reveal the cause.
The "relay" (seat belt control timer module) in the console is supposed to be plugged-in/un-plugged with the battery disconnected, by the way.
Use the 'thank/rate' tab below to get back to me with the results. There is a comment section to which I will respond. Tell me if you have a voltmeter or test light to check for other voltages which are the next steps in the troubleshooting process.
