Chrysler Repair: Starting of 93 Concorde in cold weather, check oil, black orange


Question
I have a 93 Concorde that will not start unless all the lights on the dash board light up.  All interior lights are working and the door ajar bells are ringing when the door is opened.  But if the normal lights on the dashboard ie: check engine, check oil, etc. dont come on the car will not start.  It is turning but will not fire up. The local auto parts store stated that they thought that it could be the battery.  What do you think?

I am not sure what this has to do with cold weather. But the lack of some voltage to the cluster that is necessary to operate the warning lights is an important clue. I would be inclined to check the following wires at the ignition swtich when the key is in the "run" position and you don't have lights/no start: black/white, black/orange, dark blue, and red/white. If youu can't get to the ignition switch easily, then check under the dash fuses: 17, 18, 10, 21 to make sure that they have 12V on both sides when the switch is in "run".
All those should show 12V, if any one doesn't then let me know, as it is either the ignition switch or a fuse that supplies whichever section is "cold". I don't believe it is the battery.
