Chrysler Repair: 91 electrical problem:brake lts, horn, radio, turn sigs, hazards, volt ohm meter, time delay relay

Question
QUESTION: Roland,

I have a 91 leberon, and the brake lights, horn, radio, turn signals, and hazard lights doesnt work. Ive tried change fuses but, this one slot on the fuse box keep blowing fuses. Could you please tell me what could be the problem.

ANSWER: Hi Seadrick,
Can you tell me which fuse slot (fuse #) you are speaking of, and is it located in the power distribution center or under the dash, and is your LeBaron an A-body 4-door sedan or a convertible/coupe J-body car?  I looked at the wiring diagrams for both cars and do not find a single fuse that is related to all 5 of those systems. So help me out with answers to my questions. I am sure we can figure this out, but I need to know more.

QUESTION: Hi, Roland

I got the fuse slot# and it is 2.The fuse is located under the dash. I dont think I have a power distribution center because, I couldnt find it under the hood.If there is one could you please tell me where it is located.Oh, the leberon body type is A-body 4 door sedan.  Thank you, Roland and may god bless you.

Answer
Hi Seadrick,
That is very helpful. While fuse #2 does a lot things, it has nothing to do with the horn, brake lights, turn signals, or hazard lights. Only the radio might be affected by this fuse. It mainly provides light to circuits after you turn off the ignition or open a door (via the time delay relay). and it does maintain the presets in the radio station tuning system. So my suspicion is that one of many bulbs is probably shorting the current directly to ground which blows the fuse. Do you have a volt-ohm meter? If so we can try to figure out which one is causing that particular fuse to blow. But that is a very small issue compared to the other items that don't work.
The hazard flasher is fuse #12 dependent, so check that one. The horn is fuse #6 and so is the radio amplifier. The turn signal is fuse #19. The radio also needs fuse #20. I would also check to see if your windshield wipers are working as if not that might implicate the ignition switch. It may be that you have a master fuse (called a fusible link) blown that is taking out power to any or several of these fuses. So not only look at the fuses, but also check each fuse socket to be sure that there is 12V compared to ground (any shiny body structural element near the fuse box) on one clip of the socket (with the fuse removed) when you have the ignition off and/or the ignition on. So let me know what you find about each fuse socket on that score.
Is there any relevant history as to how all these malfunctions occured?
