Ford Repair: 1985 mercury cougar, amp fuse, mercury cougar

My car will not start by the ignition, but will start with the solenoid. I have replaced the ignition switch and I have checked all of the wires for power, everything seems to be good. But I still get nothing when I hit the key. I am getting quite frustrated with it. Any suggestions?......also it happened when I decided to drive through a massive water puddle:(!

look for an orange fusible link wire coming off of the solenoid tug on it if it stretches it is bad-you can replace it with one that has a replaceable fuse in it-or under washer resevoir there should be a connector for the fusible link. also fuse number one in panel is a 15 amp fuse for signal from ignition switch.
