Ford Repair: harmonic balancer bolt removal on a 1994 Ford 4.0 ranger, bolt removal, auto parts store

Question
I am can not  remove the  bolt on the balancer becouse the engine spins with the bolt How can I remove the bolt? With an impact wrench ?

  You'll actually need a special tool.  They're usually sold as pulley removers, pulley/balancer removers, or just plain balancer removers.  They're all pretty much the same.  They allow the balancer to sit still while you unbolt it.  Just hit up your local auto parts store and tell them what you need.  They should be able to set you up without any problem.  Hope this helps.
