Honda Repair: 1985 Honda Prelude, fuel system components, 1985 honda prelude

My 1985 Honda Prelude(twin carb) with 74,000 actual miles will not start easy on cold mornings. It actually started last winter and is starting the problem again now that the weather is cooling down. It is very sensitive to cooler temperatures. The accelerator pedal must be "patted' by my foot many times then it starts and dies almost immediately. After I repeat that a couple of times it remains started and levels completely off and idles fine after it has time to warm up a little(a couple of minutes or so).
I was advised to have the THERMO VALVE checked and was told it is good. The carbs had sinking floats and they were replaced with new ones a year or so ago. The car runs perfectly on flat land or mountain terraine once it warms up.
Please pass along your thoughts on the problem.I appreciate and value your opinion. You helped me once before on another matter.

Frank, not 100% familiar with the 2nd generation Preludes that are carb'd but in my past i have come across a variety of cold start/cold weather issues. About 50% of the time it was due too timing and idle. Set these. Then start evaluating the fuel system components; lines, filters, fuel pump, etc. PCV valves will cause this too if they are plugged. Inspect your vacuum lines for cracks or wear. Then move onto the variety of sensors and the EGR valve if you have California emissions. Quite possibly the exhaust system?
