Honda Repair: Accord brakes, wheel bearing, wheel rotation

I have a 1996 Honda Accord EX (V6) with ABS.  Recently I have been hearing a sort of ting--like hitting or flicking of thin metal or tin near my front right wheel.  I took the front passenger wheel off to see if there was metal or what not stuck/bent/etc. but could not find anything.  However, I did find that the part right behind the disc--a thin metal round shield? (wheel bearing spacer?)-- made the exact sound that I have been hearing if I would flick that or try to move it slightly.  Could this part be my problem / is it bent possibly?  Also when I drive extremely slow--less than idle speed--I can hear a slight rubbing during one wheel rotation--like part of something is bent.  Could this be from that part or would this be a bent rotor?

is this a SCRATCHING sound or *TING* sound...just replace your pads and see if that works (only if your close to it anyways) otherwise break the little metal scratch tab off its not really nessacary if you pay attention to how much brake pad u got left
