Hyundai Repair: wiper fault, auto electricians, hyundai sonata

i have a fault on my 1999 Hyundai sonata 2.0 cdx the wipers will only work on full speed the etac and wiper motor has been changed 2 auto electricians and my local Hyundai dealer seem to be unable to fix this problem is there another relay the wipers go through or where could i get a wiring diagram to try and fix this fault please

If the wipers work on high speed but not low or intermittent, the problem cannot be the ETACM or wiper relay because these items are not part of the low speed circuit.  They're used during only intermittent operation and for parking the wipers to their home position.

The wiper motor is a good place to start your electrical checks because it will give you a good idea of the nature of the problem right away.  The brown wire (pin 4) should have power whenever the key is on.  The purple wire (pin 2) should have ground whenever the wipers are turned on high.  Presumably, both of these are okay since your wipers work on high speed.  The green wire (pin 1) should have ground when the wipers are turned on low speed.  

If you have proper power and ground, and the wipers do not run, the problem is in the motor.  If you lack power, the problem is either the wiper fuse or a wiring issue.  If you lack ground, the problem is the wiper switch, a wiring issue, or a ground lug issue.
