p1123 has to do with throttle position sensor have replaced sensor and reset computer and the code returns is this a wiring issue or ?

Hi, Richard.  I believe P1123 relates to an improper fuel ratio issue.  Please respond with the year and model of your car so I can doublecheck the exact definition for your vehicle.

P1123 means that the computer is keeping the injectors open much shorter than it thinks is necessary at idle to maintain proper fuel mixture.  The are three basic ways for this to happen:
1.  More fuel than the computer is measuring with the injector pulsewidth is actually entering the engine,
2.  The air flow sensor is incorrectly measuring the amount of air entering the engine, and
3.  The oxygen sensor is incorrectly reporting the exhaust gas composition.

I'd first recommend checking the the purge control valve to be sure it's not stuck open.  If it is, that'll allow excessive fuel vapors into the engine, causing the computer to need to compensate for the rich condition.

If that's okay, move on to checking your air intake to be sure the air filter isn't overly restricted and that there is nothing else restricting the air flow into the engine.

After that, it's time to suspect a faulty air flow sensor or oxygen sensor, or a stuck open injector.  These are all infrequent occurrences.  While I've seen numerous air flow sensor and oxygen sensor failures, they rarely fail in ways that would cause this code to occur.  And it's very rare for an injector to stick open.

Beyond that, the possible causes become even less likely, like excessive fuel pressure, for example.

P0441 cannot be caused by a fuel cap issue.  I cannot recall a case where I've seen this code and the purge valve wasn't stuck open.  If you can blow through the valve with the car off or with the valve disconnected from the electrical connector, it's stuck open.
