Hyundai Repair: 99 Hyundai Elentra, valve stem seals, oil leaks

I have a Valve Tap, car is burning oil, what is probable cause? Cost of fixing? it is 100k miles on it.  It is okay when there is oil in car, but when low is when we get the tapping.  Any suggestions/comments?

First, you should check for oil leaks and see whether the size of the oil leaks is consistent with your rate of using oil.  How much that will cost to repair will depend on what's leaking.

If you're not leaking the oil, then you're burning it internally.  Usually this is caused by faulty valve stem seals or block wear.  Both of these are expensive to repair.
