Jeep Repair: skid plate mounting, center bolt, skid plate

I ran into a situation with my Jeep. I have an '04 TJ Rubicon. I was going to remove the OE skid plate for cleaning, so I supported the transfer case and removed it. I cleaned it as well as the underside of the jeep. When I went to put the skid plate back on, I first installed all six mounting bolts loosely. I made sure the four bolts for the transfer case were coming through the holes in the middle of the skid plate. I then tightened the left side bolts to the frame. When I went to tighten the right side, the front and back bolt inserts in the frame began to spin after the bolt was about 80% in. I can move the washers up and down! The center bolt tightened up okay. Now when I try to loosen or tighten the front or back bolt on the right side, my inserts spin. I am not really sure how the inserts were originally installed or what to do.

I am not all that familiar with the newer Wrangler but can only guess that either you have to hold the top nut with a wrench while tightening the lower bolt or you spun the welds on the top bolts and will have to figure out how to hold them while you tighten them.  There should be slots int he frame that would enable you to get to them.
