Land Rover Repair: No voltage to fuel pump, inertia switch, fuel pump relay

I have a 96 Discovery 3.9 V8. I found that there is no voltage to the fuel pump. I put 12v directly onto the pump, and it works. The main relay and fuel pump relay also work. The inertia switch is normally closed and not activated. When I switch off, I can hear the stepper motor preparing for the next start. Could it be the ECM?

No, it's not the ECM.  If the pump runs with 12v, and the relay is good, there must be a break in the ciruit from the relay to the pump.  Did you check the inertia switch?  It's usually under the seat or on the firewall . . . look in your owner's manual.

The other possibility is that you're wrong about the relay being good, or there's a power problem up in the relay box.
