Mitsubishi Repair: 99 eclipse mitsubishi gt - automatic, eclipse mitsubishi, fluid leaks

My son drove home from school and his power steering doe's not work.  We checked the belt and it is on and the pulleys both turn....so I think one of the 2 units that turn the belt is broken internally.  The mounted pulleys turn and the bolts do not appear to be loose.  What could be the most likely problem and recommendation to repair....thanks so much for your input please.

Check the power sterring fluid levels.  A low or empty fluid reservoir can also cause your problem.  If the reservoir is low, there may be a leak. Power steering fluid leaks are not uncommon on these cars, especially one that around 10 years old. Though if there is plenty of fluid, you may have a worn out pump.  You can try to rebuild or replace the pump with a used one.
