Mitsubishi Repair: 94 Galant Engine Troubles: Balance shaft, oil pump, ???, excessive oil consumption, balance shaft

Been having a lot of issues with my Galant.  I'll give the history as it may help lead to an answer.

1. Burned an Ex valve and had the head rebuilt.  Reinstalled head.
2. Car smoked badly & didn't improve.  Pulled the head again to re-ring pistons, honed cyls, etc.  New gaskets, and rod bearings.
3. Drove car a few thousand miles with excessive oil consumption.
4. While attempting to "seat rings" (up to high rpm's & back a few times), balance shaft belt disintegrated.
5. Pulled timing covers.  Timing was still set, balance shaft belt teeth were stripped.
6. Replaced balance shaft belt, cleaned up debris, & reset timing marks.  Noticed there was some debris lodged behind oil pump pulley & I got it out.  However, noticed that the pulley movement didn't "feel as smooth" as before.  However, it still spun freely.  Put it back together.  Car ran fine in the driveway and in a few trips around the block (up to 50mph or so).

Yesterday, on my first trip into work with a "hopefully fixed" car, started hearing a "buzz" from the engine after maybe 10 miles of highway driving.  Upon slowing down, buzz turned into a loud ticking/knocking (much louder than "lifter noise").  Turned the car around and made it back home.

Pulled timing covers last night and everything "looks" fine, but there's definitely a loud heavy ticking coming from inside the engine.  Timing marks were lined up & engine turns over easily by hand.

The car still runs.  So, I'm figuring it's not catastrophic (like bent valves), but something's not right.

- Books say the balance shaft can be setup 180 out and the marks still be aligned.  I've yet to locate the mysterious "balance shaft plug" to check it.  Could it being 180 out of phase cause this much noise.  Engine didn't vibrate badly prior to this new incident.

- I've located a 17mm bolt high on the block, just to the left of the Ex header and up to the left of the front motor mount.  Is this bolt (which won't budge) the balance shaft plug?

- My other thought is maybe the oil pump was damaged by the debris from the belt getting lodged behind its pulley.

Any ideas?

Hey I asked a friend about this, he said with the amount of oil you were using, your rings were not set right. So you were getting a lot of blow by. It is hard when working on a car, sometimes you have to go over things, again and again till you get it right; because you are doing a lot of different things at once. Again not saying you did not do it right, even he said it is good to have a friend or someone check things with you. You see one thing and they might see something else. Hope this helps and good luck.
