Motorcycle Repair: CBR F3 wont start, motorcycle world, engine case

Hi,

I am very new to the motorcycle world.  Just got my permit to drive and a used 98 F3.  Love to work with my hands.  When I bought this bike, it was running but, the guy who owned it had dropped it and broke the lower engine case near the strator cover.  I got a used motor and replaced the one that was in it.  The other thing that I noticed is the throttle tube is broken.  I am waiting on a new one but, did try to start the bike.  I have new oil in it.  A new battery. new plugs (old ones had a good spark but, bike sat in a garage for almost a year before I purchased it and installed the motor.  Gas tank is clean and flows new gas.  I did notice that the carbs were flowing brown gas from the floats and then started flowing good clean gas.  When I try to fire the bike up, the engine turns but, will not fire up.  I have chocked the bike, applied a little gas in each carb valve, have even hit it with quick start.  The throttle lines are just hanging and need to be buttoned up on handle bar side as was mentioned and have noticed that the carb air funnel chamber once was a clean silver is now a tinned blackish blue.  Almost like silver heated and then cooled.  The thing that gets me is, she never fired just turned.

Nick, is sounds like you don't have spark to the plugs.  Putting gas in the carbs should have got the engine running if it had spark.  Try pulling the plugs and putting in a new set.  It's possible those are fouled with old fuel.  When the plugs are out, check to see if you are getting spark by laying the plugs up against the head and cranking the engine.
