Motorcycle Repair: Baffles, spiral type, drag pipes

I bought an older chopper that has drag pipes on it. The thing sounds cool. BUT way too loud for the neighbors and everybody else, esp the cops here in colorado(new 82Db law here) So my question is, if i installed spiral type baffles, it should cut down the noise right? will it also increase preformance? will i have to "de tune" the carbs to compensate, or is that just when removing baffles. dont have a ton to spend on it, but want to be quiet without damaging the bike. Thanks in advance, very cool of you to offer your knowledge like this.

I see this as a good way to help people when I can!

Anyway, The spiral type baffles SHOULD help quiet it down, plus through parts unlimited, you can purchase muffler packing material to wrap the baffle in.. www.partsunlimited.com
Theres a good chance of having to "de-tune" the carbs, but I would start with the Pilot jet alone first by stepping down only 1-2 sizes.
Reason being is with the added back pressure, the flow will be reduced, and you will have un-burnt fuel causing popping and possibly fouled plugs at some point...
