QUESTION: Do I need to take the cylinders heads off to change the push rod seals as they are leaking on the top.

Yes. The problem is that if they are leaking and you take the heads off that will make the cylinders loose at the base gaskets. So if you dont replace them, they might start leaking. If it were me I would replace them too
