Motorcycle Repair: FUEL NOT GETTING TO CARBURATOR, electronic fuel pump, honda interceptor

Question
WHY IS IT THAT WHEN I GIVE THE BIKE THROTTLE DURING START UP PROCEDURE, THAT THE BIKE SEEMS TO LOSE COMPRESSION WITHOUT BEING STARTED.  DOESN'T SEEM LIKE IT IS GETTING FUEL TO CARBURATORS.  CHANGED SPARK PLUGS, THEY LOOKED BURNT. DOES IT HAVE A FUSE FOR AN ELECTRONIC FUEL PUMP?   THIS IS FOR A 1984 HONDA INTERCEPTOR 1000V FOUR

Answer
James, I don't have the specifics of your particular model, but looking at an on-line service does show the VF750 version from 1983, which should be similar. There is a fuel cut relay that controls the fuel pump that could cause fuel delivery problems. If the pump is going out, the fuel flow could be reduced, causing lean fuel mixtures at higher speeds. Do check all fuses first, but the pump/relay would probably be the first places to check for correct function. A 12v test light would be handy there.
