Motorcycle Repair: 1989 Harley Fully dressed, starter solenoid, starter relay

Nothing happens when he hits the starter button. He thinks it is the starter relay but doesn't know where to find it. Could this be the problem ? Thank you

First, you need to see if you have power to the starter switch. using a test light, make sure you have power to the switch and when pushed you have power going away from the switch. The starter relay is under the side cover in front of the luggage bag. Unplug it and see if you have power going to it. Next, with the button pushed soo if you have power going to the starter solenoid. If not then you have a bad starter relay.
