Motorcycle Repair: over stock front tubes, plastic pipes, stock front

i have a brand new after-market fxst front end,and a  pair of 4 inch over-stock tubes.the tubes came with a pair of pvc-plastic pipes.are these used to shim the stock springs to make up for the added 4 inches if so where do they go.also do i need to use any tools to compress the internal springs.i would be very thankfull for any other advice on this project.

Unscrew the top end of the fork and looking inside, you will see the spring. The spacer goes on top of the spring. You dont need any special tools to compress the spring. Just muscle. Put in the fork oil,and pushing down on the cap thread it on. You might have to push hard, but there is no tool.
