Nissan Repair: Electrical problem on 1995 Nissan Altima, haynes repair manual, brake light switch

The break lights on my 1995 Nissan Altima will not go off. I referred to the Haynes repair manual and pulled out the brake light switch to see if it needed to be replaced, however even with the switch out the lights continue to stay on. Only when the "stop light" fuse is removed do the lights go off. I checked the wiring diagram and there is no relay in the wiring system for the brake lights, so I have no idea what is going on. Any suggestions you have would be greatly appreciated.

The brake light switch feeds through the headlight switch.  If the brake light switch removal left the lights on then the headlight switch is the most common problem.  The power feeds from the hazard switch.  It is part of the headlight assembly
