Pontiac Repair: 2002 Pontiac Grand AM Instrument Panel/Dashboard delay, pontiac grand am, radio fan

Hello!  I've owned my 2002 Pontiac Grand AM SE1 3.4L V6 for about a year and absolutely love it, but just this past weekend it has been acting strangely.  About every 3rd start the instrument panel/dashboard (inc. radio & fan) have been "delayed."  In a nutshell, when you turn the key to start the motor and then turn it back to the "on" position the instrument panel(inc "idiot lights")/dashboard should light up.  When the problem happens, the instrument panel/dashboard are delayed in lighting up for anywhere from 30 to 90 seconds.  During this time, the motor runs fine - we've pulled away from the curb and driven down the street with no problems.  The car has been with our mechanic for almost 2 days and he cannot isolate the problem or recreate it.  He did say the computer has an EVAP code, and wasn't sure if the two issues were related.  HELP!  Any suggestions as to what this could be/how to resolve it?  Thanks in advance!

I think this car has a bad ignition switch. one or more of the contactsin the switch have high resistance in them causing these issues. I'm sure they are related in this car if the service engine light had codes like p0449 or p0446 then for sure that is the issue. Good luck :)
