Small Engines (Lawn Mowers, etc.): Engine starting problems, hp briggs, yardman

I have a 6 Hp briggs motor on a sears yardman model 247770550. The engine information on the sticker is 1BSXS .1901VF  275228. I have installed a new plug and put in fresh gas. I have compression but will not fire. I have set the choke and gas at differnet levels but nothing happens.

Is this a chipper?  Have you checked to see if you have spark?  Is there a safety switch that may be preventing spark?

Will the engine try to start if you spray starting fluid directly into the carburetor?  When was the last time the chipper ran?
