Small Engines (Lawn Mowers, etc.): Craftsman mower leaks from primer, briggs stratton, excess fuel

I have a Craftsman Briggs & Stratton 7hp Mower, model number 917.378950.
I got it outa after being in storage over the winter. It started up fine then I noticed gas coming out of the hole in the primer button. I have read some other posts about leaks, is this what happens when the primer bulb breaks down, or is this something else?

If it is the primer bulb what exactly needs to be done to fix this.

More often the inlet needle seat is not stopping the fuel and too much fuel is filling the carb...the excess fuel is flowing out the primer bulb.

You can also find several videos on You Tube covering carburetor cleaning/rebuilding/over hauling.

Take some digital pictures as you remove part and make sure to mark the throttle connecting linkages/rods.
