Small Engines (Lawn Mowers, etc.): surging 16.5 hp honda engine, hp honda engine, craftsman 917

QUESTION: Same question as a previous one.  Craftsman 917.273500  16.5 hp honda engine.  surges at all no load speeds above idle. Carb is clean, jets clear float&needle valve ok, fuel shut off seems ok, fuel pump putting out sufficiently (checked output while cranking), fuel is fresh today,no evidence of fuel starvation although that seems most likely csuse. Governor linkage & springs look good and are clear of debris, no evidence of colapsed or restricted fuel lines or filter.  What's next?  Mows & runs ok under load. Surging is long time ongoing problem.

ANSWER: Please give me the model number and type of the HOnda engine.  These numbers are located on the crankcase near the oil fill.

I want you to shorten up the regulating spring.

That is the small spring that is on the outside of the link that goes from the gov arm control on the engine to the throttle shaft on the carb.  

Remove the spring and snip off about 1/2 inch.  rebend the hook and try this.  This makes the spring stiffer and should help your problem.  Let me know how it works.  Also make sure your engine is set at 3600RPM
