Small Engines (Lawn Mowers, etc.): Another no start John Deere L100, plug gap, air gap

Im working on a B&S Mod# 31F707 Type# 0112 E1. I rebuilt the engine reinstalled it on the tractor. It started ok but ran kinda fast, so I turned it off to check settings on the governor and now it turns over hard. I can take out the spark plug and it turns over fine. Im going to check valve clearances, the flywheel didnt have a key, battery voltage was 12.6. Plug gets spark but its looks weak,How do I check the voltage regulator? Whats the output suppose to be? I set air gap to .012, plug gap to .030, Intake to .003 and Exhaust to .008. Any suggestions on what else I need to check?

Flywheel key part number 222698s.  Parts lists shows a key...all Briggs engines, modern engines, use the same key part number.  First, install a flywheel key and torque the flywheel nut.  Second, check the governor adjustment.  When this is done the engine may run fine.
