Small Engines (Lawn Mowers, etc.): Briggs Straton Timing, twin cylinder engines, briggs straton

I have a 19E412 Briggs Stratton engine. Recently I changed the camshaft. I put the timing marks aligned according maintenance manual (camshaft and crankshaft). The engine did not start. I think is a timing problem. The question: when we align the timing marks, where supposed to be the piston (up or down)? what is the position of the valves (admission and exhaust) for this position?

Sorry for the Delay. This Question was Located in the Question Pool and I can Only Answer Questions from the Question Pool when I am Not Answering Questions here or at the Other Site I Answer Questions at. If you Aligned the Marks on the Crankshaft and cam, then the Engine is Timed Correctly. Are the Valve Clearances Set Correctly? The Following is a Basic File I made for Setting the Valve Clearances. Any Input is Appreciated. **I Do Not Use the Setting Called for by the OEMs. I have Found that the Following Works Best. Remove the Valve Cover (on the Dead Cylinder for Twin Cylinder Engines). Set the Cylinder you are Setting the Valves on to Top Dead Center on the Compression Stroke When Setting the Valve Clearance. Now Loosen the Valve Adjuster Locks and Set the Intake Valve Clearance to .004in -.006in and the Exhaust to .007in - .009in. I have had Better Performance Out of the Mowers and Less Burnt Valves Using these Settings. Be Sure the Piston is at TDC on the Compression Stroke.** On Some Engines you can Us a Straightened Coat Hanger and Feel the Piston. Be Careful and Dont Jam the Wire in the Cylinder. Usually the Piston will Push the Wire Out of the Spark Plug Hole with No Problems. What is the Engine Doing when you try to Start it? What Does the Engine Do if you Use Starter Fluid while Turning the Engine? Does it try to Start? Is the Plug Firing? If the Plug is Firing, Did you Check the Flywheel Key? Why was the Cam Replace? If the Cam was Damaged and Required Replacing, then the Flywheel Key May Also be Damaged and Require Replacing. The Flywheel Key Times the Firing of the Plug to the Position of the Piston in the Cylinder During the Power/Compression Stroke of the Engine.
