Small Engines (Lawn Mowers, etc.): slow idle speed, craftsman model, adjustment screw

I have a craftsman model 247.270250 "lawn utility vehicle"  with an inteck 6.75 hp engine.  starts and a runs great every time, but the idle speed is so low it slaps the grass rather than cutting it.  I have can increase the idle speed my manually manipulating the spring on the govenor, but there is no idle lever or even adjustment screw that I could find.  Any ideas?

Why would you run an air cooled engine at idle when trying to mow the grass?  Run at wide open throttle all the time.

If you have a problem of the engine slowing while operating there could be many different issues.  I would start with a leak down test to determine the condition of the engine.  Then inspect the cylinder for scoring.  

If you are talking about the engine governor not operating.  First set the governor per the manufacturers instructions, see their website or service manual.  If it still fails replace the internal governor parts.
