Small Engines (Lawn Mowers, etc.): Toro mod. 20001, down position, request request

This is a follow-up to a question I sent last week on a Toro 22" model #20001.  I had already found the schematics you referred me to.  I was looking for one on the whole  mower in one package.  I bought the mower used and did not get an operators manual, and I still don't completely know how the self-propelled system works.  I have about decided the mower is in gear when the bar is left in the down position, and is in neutral when the bar is pulled up to the handle.  If this is not correct, please explain how it should work.  I am thanking you in advance for your help.

Hello Wayne:

The Drive is Supposed to Engage when you Pull the Bar. This is a Safety Feature. If you Release the Bar for Any Reason the Mower Should Stop Moving. You can Request an Operators Manual at this Site Addy; https://lookup3.toro.com/request/request.cfm . The Pivot Bracket May be Installed Backwards. This is Shown as #19 on the Teansmission and Axle Breakdown at the Site Addy I Provided in the Earlier E-Mail.
