Small Engines (Lawn Mowers, etc.): slow idle lawnmower, carburetor linkage, briggs and stratton

QUESTION: I have a Murray select 20" lawnmower with a 4.5 hp briggs and stratton engine.It wouldn't start so I took it apart to clean out the old gas and the carb.When re-assembled it will start but idles too slow.There is a spring loaded white plastic triangular piece on top of the carb.It has a linkage bar attached to it at one end but I can't see the other end.The plastic piece seems to sit at either 3 or 12 o'clock.at 3 it idles slow at 12 it races too fast.Any suggestions on what to do?

ANSWER: One end of the carburetor linkage should connect to the hole in the white airvane governor lever and the other end connects to the carburetor butterfly shaft.

QUESTION: Thanks for your reply,both ends of the linkage appear to be connected corectly but the idle is either too slow or too fast,is there an adjustment for the idle speed?
