Small Engines (Lawn Mowers, etc.): HM100 on Power MateGenerator, powermate generator, throttle plate

I have an HM100 Tecumseh on a PowerMate Generator. It has a new Carb. but runs rough and surges. The Governor has been messed with by someone before I got it. Hows the best way to adjust this governor? Any internet site that will show the procedure? I had it running great but it set up for about a year. By the way our former Police Chief here in Lubbock, TX is Don Bridgers, originally from Jackson, NC. He and I have been friends many years and co-workers too. Best Regards,

I'm Not Sure, but Don May be a Relative. I'm from Wilson, NC, but Now Reside in West Virginia. Was he with the NC State Police at One Time? If So, then he is a Uncle. If this Engine was Running Good when it was Last Used and the Governor was Working Properly, then the Carburetor Jet is Restricted from the Varnish the Old Gas Forms. Remove, Disassemble and Soak the Carburetor Overnight in Carburetor Cleaner (I use Gunk). Then Blow Out the Passages with Compressed Air. You Should Not Require a Carburetor Kit if Done Carefully. However, if the Governor Requires Setting, then With the Engine Off; Open the Carburetor Throttle Valve Using the Governor Arm. Hold the Governor Arm And Loosen the Governor Arm Lock Bolt. Turn the Governor Shaft the Same Direction the Shaft Moved when you Opened the Throttle Plate Until the Shaft will Turn No More. You may Feel a Slight Push Against the Screwdriver when you Reach the Governor. Hold Pressure Against the Push. Then Re-Tighten the Governor Arm Lock Bolt while Holding the Governor Shaft and the Governor Arm in the Full Open Position. Hope this Helps. I am Here if You Require More Assistance.
