Small Engines (Lawn Mowers, etc.): cant pull start mower, question pool, spark plug

wont start my mower . is seems to be locked up .pull cord won't move?

Sorry for the Delay. This Question was Located in the Question Pool. Check the Engine Brake. Check the Under the Mower for Obstructions Binding the Blade or the Blade being Bent. Remove the Spark Plug and Try to Turn the Engine. WHat Happens? Thanks.
