Answer
Hello John:

Sorry for the Delay. This Question was Located in the Question Pool. From your Description it Sounds like the Carburetor Float is Stuck Open. Remove, Disassemble and Soak the Carburetor Overnight in Carburetor Cleaner (I use Gunk). Then Blow Out the Passages with Compressed Air. Install a New Kit if Required. You can View a Breakdown/IPL of the Mower and Engine at this Addy, http://jdpc.deere.com/jdpc/servlet/com.deere.u90490.partscatalog.view.servlets.H... and Enter the Model Numbers 14SB. Then Select your Model from the Results Area. Then Select Sectional Index. Now Select Your Mower (either Briggs or Kawasaki engine). Now Select the Carburetor File you Need to View. Hope this Helps. I am Here if You Require More Assistance. Let Me Know What Happens, Please. Thanks.

Good Luck
