Small Engines (Lawn Mowers, etc.): pull cord stop, clump of grass, flywheel

Question
When trying to start an eager the pull cord stops short of full pull. you know how that feels on the hand and arm. the engine rotates well, all other maintenance hasnt shown anything wrong. the mower is about 5 years old. I havent looked at the cable for the handle yet.

 Hello Bill:

 Pull the Flywheel. The Flywheel Key needs Replacing. Has anyone Hit something with the mower? If so Check and make sure the Crankshaft isnt Bent. It Only takes a Large Clump of Grass hit Just Right to Damage the Flywheel key.
