can i replace my factory steering wheel with air bag with an after market steering wheel with no air bag on a 94 camaro

You can do whatever you want...it's your car (just kidding)

yes, you can remove the steering wheel and airbag, however you will have to modify the horn connection to fit your new wheel.  I think Grant makes replacement wheels that fit and have horn kits that work with them. the only think you need to know is that once you do that, the entire airbag system stops working.  So you will not have the benefit of a passenger airbag that is functional and the airbag light will remain illuminated (indicating a fault with the system--no drivers airbag)
