Steering Column Repair: remove lock cylinder from 84 chevy van, chevrolet pickup truck, tilt column

I obtained a complete 84 chevy van tilt steering column from a junk yard. I need to exchange the lock cylinder before installing it on my van. It didn't come with a key. The manual explains 'the lock cylinder should be removed in the "RUN position only. It is presently in the locked position. Is there a way to remove it without it being in the "RUN" position.

The lock comes out in any position, I don;t know why all the manuals say in "on" position only.
