QUESTION: The bolts (or whatever it is) that secure the steering wheel recently broke and I can't get inside the column just below the wheel to put them back on.  The steering wheel is very loose and I need to have it be secured.  I'm afraid the steering wheel will come off and I'll lose control of the van.  Other options welcome.

ANSWER: OK.  It sounds like the bolts that hold the tilt have come apart (very common).  Go to the video section for the GM tilt column a follow all of those steps.  Chrysler used the same design as GM during that year.
That should allow you to repair it without replacing anything.

QUESTION: The tilt mechanism works fine, it's the steering wheel specifically that's very loose and somewhat wobbly.  How can I stabilize it?  That's my actual goal.

The videos we have posted display every step of dis-assembly including the upper bearing area.  Without photos form you, there is non way for me to know what went bad on your column.
If those do not help you, then I cannot offer yo any more details
