Steering Column Repair: tilt steering jamed, buick skylark, buick

we have a 1994 buick skylark the tilt steering is locked up or jamed it got put all the way up now we can not get it to tilt at all took the covers off noticed what looks like a slotted key is out of its place theres two of them side by side one in one out how do i fix this problem

This is fairly common.  Basically it has gone past the point it should an in order for it to come back down, it needs to go back up to release the lever and then it will come down. You need to over-extend the column and force it even higher to release the jammed til lever.  Push up HARD while pulling gently on the til lever.  That should do it.
