Subaru Repair: Code 141, o2 sensor, drivability

I have a code 141 - O2 sensor failure....I was wondering if this would make the car run badly....the car won't rev over 4,000rpm and it will not take more than 1/2 throttle.  If you give more throttle or try going over 4,000rpm - the car bucks badly and starts to hesitate. It is a 1999 Impreza 2.5RS  Any help would be appreciated!

P0141 Applies to the rear o2 sensor heater circuit.And really shouldn't have much effect on the drivability of the car.But if something on the same circuit is affected as well, than that is possible.For the symptoms i would start to look at the basics ,plugs,wires,fuel delivery etc.As far as the o2 sensor code it needs to be diagnosed it could be the sensor,the computer ,the wiring etc.
