Towing Issues: towing company didnt get permission, tow company, towing company

My daughter had her car parked at a friend's house and it was there but a few moments and when she went back out it was gone.  The sign is posted at the entrance to the trailer park, but the towing company was in there just randomly towing cars as soon as they were parked incorrectly; the towing company did not receive a call from the manager of the trailer park.  Is this legal for the towing company to do?

I really can not answer this without specific information on state law. In same areas it is legal for the tow company to have a contract to patrol - cruise the lots to look for violations.

And then in some areas it is illegal to do that.

Without knowing what City and State this happened in, I am limited in answering the question.

If the tow company has a written contract to provide the towing service, then it would be legal.
