Towing Issues: towing, wrecker driver, other vehicles

Question
On March 26,2010 at 04:16pm my roommates vehicle was towed from the parking area of many resturants at 907 Indiana Ave Inpls.,In Lockfield Commons-PPI to Interstate/Delaware & South Towing.  My roommate who owns this 89 chev tk parked in the only area that didnot have a tow away sign nor did it have yellow lines , nor did it have any no parking signs in this roll where other vehicles were parked at the time.  She then walked to the Taco Bell in that complex and walked to Wishard Hospital to visit some one in the er at approx 2:00pm.  When she returned to her vehicle approx 2 hours later it was already towed by the towing company mentioned above.  I called the next day to talk to the property manager of the towing company and ask why the truck was towed and he advised it was there to long and said she abandoned the vehicle since she left the property.  He said they have a wrecker driver on site to tow vehicles when people park and leave the property.  Is this really legal? I filed a complaint with the BBB for unfair towing practices.  Isn't it up to the resturant managers to call or they can just watch people and tow as they please?

Answer
Yes, they actually can tow a vehicle, especially if someone leaves the property. You can google "predatory towing" to see if there are any issues with these types of problems already in this area. The BBB is actually a good start, but when it comes down to it unless there are more complaints then you probably don't have much to go on.
