On a property who determines which area can and should be marked as firelanes and what is the proper markings that should be visable?

Answer
Some states vary but it depends on if the property is private or public accessible property. In most states the area in front of any commercial establishment and anywhere near a hydrant is considered a fire lane. This is generally marked with a sign and a red curb or markings. Most fire departments consider fire lanes in pre fire planning. If there are several fire lanes, depending on the state you are in, the Fire Marshal is responsible for them. State, County and local Law Enforcement are tasked with the responsibility of enforcing fire lane laws.
