Towing Issues: Getting a car towed from a public street, street seattle, towing co

How can I have vehicles towed that park in front of my house on a public street (Seattle, WA)? We have 2 apt bldgs that don't have enough parking. So, they park in front of people's houses. The driveways for the homes only have room for 1 vehicle. As a result the second car gets parked on the street.  Would I be able to get a contract with a towing co to remove vehicles that park in front of my house?

A public street is controlled by law enforcement and they are the ones that can enforce or authorize a tow for violating vehicles. The problem is since it's a public street is any parking laws or ordinances being violated? There isn't a right that reserves a parking space for a home owner to park in front of their house on a public street.
