Towing Issues: vehicle towed from apartment complex., tow truck driver, windown

I checked the rules®ulations from apartment complex that I own, and it is noted that any vehicle towed for any reason would have an 24h sticky note on the window prior to removal. the case here is that my vehicle never had a sticky-note, and was wrongfully removed, because they said the car did not have an id sticker in the car, but my car was parked in the guest spot. then I went down to the yard the next day to get the car back, then the guy said it would charge me $190.00 but if I did not wanted an receipt it was going to be &170.00 I payed the 170.00 then went to administrators office in the apartment complex, she could not believe it what they did. then she said she needed an receipt. went back got a receipt, but when I got home, they had written in the receipt the reason wahy the car was picked-up was because of no tag, then charging 2 days of storage, and it was only a couple of hours. now my question is, how do I file a civil claim against these people, or should I file against the apt complex first then the town company ( those bastards ). the guy is rellay a redneck and my car had an Obama sign at the windown, once again, no motive for the car to be towed, Im not black but the first thing in my mind was some obscure racism in play. how can I report that comany, falcifying imformation and all.

I do not know where this happened, no City or State listed so I
can not tell what laws apply...

Second I could care less about your political views and what signs you have on the vehicle, "I AM A TOW TRUCK DRIVER" and I know who my mother is...

I would love to help you, but what I see here is that the tow truck driver did tow the vehicle and while he did quote you 2 prices, it does sound like he might of been trying to cheat the company out of some money by not writing a receipt. That or the tow is totally illegal and he does not want any proof that he did it.

Either way if you did pay him and not get a receipt then how do you prove it was towed and that you paid any money.

Going back and getting a receipt after the fact and having something different written on the receipt does not sound good either.

Something is fishy about this whole thing and since I do not have enough information I can not help much more.

Yes, you do have the small claims court method to try and get any money back and as to who you want to sue, well you can decide that one as you have all the information and I only have what you tell me, just one side of the story.
