Can a tow company withhold property in a vehicle that was towed due to an accident because storage fees aren't paid?

Here in oregon (if towed for an accident) after 15 days we can withhold property, except ID type cards, medication, and eyeglasses. We will never allow anyone to remove anything that is attached to the vehicle in any way. Also, no one but the registered owner is allowed to take anything.
